Research & Evaluation
Carnevale Associates has more than 20 years of experience conducing policy research, data analysis, and program evaluation at the nexus of substance use, health care, and crime.
At the federal level, our team has worked on multiple national cross-site evaluations – including the National Cross-Site Evaluation of Juvenile Drug Courts and Reclaiming Futures and the Cross-Site Evaluation of the Strategic Prevention Framework State Incentive Grants. We have worked on a Phase II Small Business Innovation Research contract to develop the National Drugged Driving Reporting System for the National Institute on Drug Abuse and conducted research for the National Drug Intelligence Center, estimating the economic cost of illicit drug use and the quantity of drug-related bulk cash exiting the country from ports along the Southwest border (currently FOUO). We also conduct survey research, evaluating the effectiveness of training & technical assistance for clients such as the National Association of Drug Court Professionals and the U.S. Department of Health and Human Service’s Office of Research Integrity. Working with state and local governments we have evaluated grant-funded substance use treatment initiatives for the District of Columbia Department of Behavioral Health, the effectiveness of buprenorphine for opioid treatment in Baltimore, MD, and enhancements to the Charlottesville/Albemarle Adult Drug Treatment Court. Carnevale Associates specializes in translating our research findings into actionable information for policymakers and practitioners in the field, through policy briefs, short reports, webinars, and in-person briefings.
