John Carnevale, Founder & Senior Advisor
Dr. John Carnevale founded Carnevale Associates in 2000 and now serves as the firm’s Senior Advisor. He is as an internationally recognized expert on the evolution of U.S. drug control policy and a leading voice on substance use prevention and treatment policy, fiscal and programmatic accountability, performance measurement, strategic planning, and criminal justice. With over 30 years of experience, Dr. Carnevale has served three administrations and four "Drug Czars" within the Executive Branch of the U.S. Government. In his 11 years at the White House Office of National Drug Control Policy (ONDCP), he directed the formulation of the President's National Drug Control Strategy and the federal drug control budget. He is recognized as the key architect of the Performance Measures of Effectiveness System and is credited with directing policy research that shifted the primary focus of US drug control from supply to demand reduction.
Dr. Carnevale has provided expert testimony for the US Congress and consulted on the development of drug control strategies for foreign governments, international organizations, and states. He has authored dozens of publications, including for the International Journal of Drug Policy, the Journal of Drug Issues, Public Administration Review, Evaluation and Program Planning, and Substance Abuse Treatment, Prevention and Policy. Dr. Carnevale received his Ph.D. in Economics from the Maxwell School of Syracuse University.
