Erika Ostlie, President & CEO

Erika provides executive leadership and oversight for all of Carnevale Associates engagements, crafting overall company strategy and shaping all service offerings. Over more than 20 years, she has overseen projects across six Executive Departments (Justice, Health & Human Services, Homeland Security, State, Veterans Affairs, and Defense), the Executive Office of the President, several US cities & counties, and national constituent groups. Erika has driven exponential company growth while ensuring that clients at all levels of government achieve their goals. Under her leadership, Carnevale Associates has built long-standing relationships with clients and partners and tripled in size. Throughout the firm’s expansion, she has cultivated an environment that allows Carnevale Associates’ high-quality professionals to grow and thrive.

Erika is also a subject matter expert in program evaluation, juvenile and adult drug courts, substance use and mental health treatment, and the use of medications to treat opioid use disorder within the criminal justice system. She has led dozens of evaluations and surveys at the nexus of behavioral health and criminal justice across all levels of government. Erika’s work is published in the International Journal of Drug Policy, Drug Court Review, the Journal of Substance Abuse Treatment, and Substance Abuse Treatment, Prevention, and Policy. She holds a Master of Arts degree in Criminology and Criminal Justice from the University of Maryland at College Park.
